Humans have turned on each other for less.
I imagine in this setting, there will be at least a few newspapers or websites which devote effort to scouring police reports for any crime committed by a shifter and making sure to plaster it all over their front page, to create the impression that shifters are dangerous and violent. Just as some news sources in the real world make sure to give prominent reporting to all crimes committed by illegal immigrants.

In an anthropormophic world, I can see it being more jealousy-driven. Certain species might be good at certain jobs thanks to natural adaptations. Imagine someone comes along who can change their shape and thus be good at -anything-. In a labor context, perhaps the ultimate scab, used to fill workplace gaps in the same way immigrants would, but perhaps without the same protections.
Humans turn on each other for plenty but an anthropomorphic world assumes at least some more significant levels of diversity, depending. It's a fun thing to think about: first, the world and its people, then the interactions.
