I think she'd be nice to them, listen to them and show up to events and throw community events herself. She'd be very friendly but firm when she needs to be. Which when she gets upset, everyone knows it's serious.

You don't have to, this is just a suggestion but giving her a cute bodyguard could be cute and make sense. Even cuter if the bodyguard had a fetish/thing for Mayor Clarke too and have some fantasies.
