Well: Jaxxon appeared in the original Marvel Comics Star Wars, Issue #8, published in November 1977.
Bucky came around the same time - He was created by comic book writer Larry Hama and Michael Golden between 1977 and 1978.
So yeah, one could have influenced the other, wont lie there :p
