Not really. It's impossible to judge voice inflection through typing.

Not in the literal sense, no. You can form a sentence in such a way that the reader automatically inserts the inflection.

But that's usually only in controlled situation, like a story, or novel, where you can affect both ends of the conversation, in which you can create the entire situation so that inflection is automatically assumed, or infered.

Also certain situations lend themselves to specific kinds of inflection, based on the cultural index.
