Before you ask, she is not an OC, she is from a book by Rosemary Wells, 'Hazel's Amazing Mother'. She is also a student from hilltop school in the books, but for some reason, she's absent from the show, 'Timothy Goes To School'. I think the reason she is not in the show is either she's at another school, or the creators wanted fewer characters.

Also, her dress looks A LOT like Juanita's, except it's blue.
