well, it is practice! took a pic and outlined it, then tried my hand in the best digital coloring job ever (done by me)!!! its a pic of me in my halloween costume, all cute and sexy as abby from NCIS

i didn't use finlters at all, i don't know how to work them. how i did the hair was i chose a very lite yellow ochre color and made tiny lines with an opacity of about 20, then went in and blended it around. i repeated this with some browns and white.
