Two reasons, actually.
The first, and most important reason, is safety. If someone comes to the front door, and I need to get a hold of Gizmo in a hurry, it makes an effective "handle" to get him by. Also if (god forbid) Gizmo should ever get out, the harness is a clear signal that can be seen from a good distance; it lets anyone who happens across him know that he's a pet at a glance.
Secondly, it's nearly impossible to get the damn thing off him. He's learned to associate wearing the harness with getting walks and going outside, so he throws a kicking screaming struggling tantrum whenever anyone tries to remove it. Also, the harness gets taken off when he gets baths, so he's learned to associate losing it with baths.
