Again, if the only thing that decides which one cosmoem will evolve to is which game they're in there's no reason to claim they're gendered. Unless they can change genders at will
Also genderless is genderless. Non legendaries like staryu are also genderless, not because we don't know their gender, but because they don't have one.
If gamefreak wanted them to be male and female they would be male and female and not genderless (like heatran)
