There’s a tendency for lellian packs to just sort of absorb unattached neighbors or work friends, particularly on Wrestis, regardless of the species involved.

It works out best with dakaltre, and packs with a child unlucky enough to have no siblings their own age will often go out of their way to pair the lone child with a dakaltre around the same age to be raised as siblings. Dakaltre have more freedom and opportunity to travel nearly anywhere, and can vouch for their lellian sibling. Overcrowding and difficulty with immigration means this can be a very valuable opportunity for a lellian.

Dakaltre, meanwhile, often find non-rhoha lellians to be ideal companions who can be of great help in reaching their ambitions. Rhoha siblings are much less desirable, but if that's how things work out a dakaltre child is still expected to do their best with what's available.

A strong symbiotic relationship was beginning to develop until Leven took power and began passing legislature to discourage lellian and dakaltre children from being raised as sibling year-mates to better control the sort of people allowed to leave Wrestis and settle elsewhere.
