Go get some popcorn, folks..."Uri's Bittersweet Story: is about to begin!
I had asked "Uranium 235" to write a story that his in-comic character could tell, because I figured only Uranium could write the sort of dialog he's become infamous for in the CrossTime Cafe forum ("Mr. Wall-O-Text.")
Uranium sent me 17 pages. Needless to say I had to do some editing. This mini-arc is the result.
Uranium, who also uses the nom-de-plumes Bucephalus and Beau Jackal, went on to win the 2018 Ursa Major Award for Best Short Story with the original version of this script.
Is it fan fiction if the creator commissions it?

I think it only counts as fan fiction if it's not somehow declared part of the canon of the original intellectual property. Or in some cases, if it's official non-canon work that they get paid for and/or asked to write.
And now I just realized I'm being pedantic when you probably meant that as a rhetorical question. =P
