So, Flyhhnemonia is a big, big city, and it existed the moment time did, so it's really old. There's a lot of people that live inside it, but eventually they ran out of room, and people started building things outside the massive walls. That's the out-city, the second city that's like, if Flyhhnemonia is the cereal bowl, the out-city is what spilled over when someone wouldn't stop pouring milk and Flavor Flakes into the bowl, and now it's hardened and kinda gross.
It's a good analogy. The out-city is a lot less fancy. Princess Flyhh and her council rule the city, and it's where the merchants, the bankers, the wealthy and middle-class gather. Okay, the middle class also live in the out-city near the walls. But the rest of it! Ooh boy. See there's only so many Rose Knights to keep order, and Flyhhnemonia as a city is already huge. The out-city, by virtue of being a ring around an already large circle, is even more huge. And then there's the farmlands, and then there's the port cities, which aren't really separate cities but just part of the out-city broken up by internal stretches of farmland which itself is squished between factory sites and psuedo-suburbs.
So the out-city is basically everything outside the walls all the way to the ocean, which is a lot of space, so of course crime bosses took over. And of course the crime bosses aren't invincible and they're in a city ruled by a fukken Heir so they aren't that brazen, so they're TECHNICALLY guild leaders. It's a very organized crime, and it's so organized crime it has no shame in looping back around to being organized legal. The OPPOSITE of crime.
But it's still crimes let's be honest. Depending on what "guild" it is they do smuggling, drug trade, person-trafficking, forgeries and counterfeiting (money and other things), plagiarism (plagiarizing magic stuff is a thing you can do), protection rackets, underselling/overselling, all the GOOD crimes. Theft and stuff is NOT what they normally get up to, and they have a vested interest in keeping the petty criminals from doing petty crimes because even though Princess Flyhh tolerates the guild bosses the Rose Knights will come into the out-city if there's a spree of crimes and if the guilds don't handle it who knows what will get hit in the crossfire?
So the stuff the guilds do are actually very professional and very carefully calculated, and the last thing they need is a college kid who hasn't entirely understood the world she's chosen to live in yet.
Unfortunately for Corbis, he's the miniboss to Belham Pio's bossboss in the Guild of Porters and Fishers, who control most of the coastal area, and he's Yhelm's direct superior. Which means when she fucks up, Belham sees it as his fuck up, and he really only has so much tolerance for fuck ups.
