He's about as blind as Brock from Pokemon and Majin Buu (Fat Buu) from DBZ was x3 (they have the same eyes) in some points you can see akamaru's actual eyes. (The chunnin exams when Kiba was taking the written test, akamaru's eyes showed up once. I particularly wouldn't know how they see like that, but they can.
