This is an inside joke for people from San Diego, where I grew up -- there's a dry cleaning shop in Pacific Beach called "Velvet Touch" that had this ridiculous logo and motto plastered all over vans and flyers, and I used to see it all over town. The place is still in operation and still uses the same marketing. You weren't a true San Diego resident until you had a shirt from this dude and maybe King Stahlman bail bonds.
