The reactor controls of the NS Savannah were implemented with vacuum tubes, resulting in warmer thermal neutrons than a solid state reactor would have.

Thats what was available back in the days when we used to build them.
They had a whole procedure, there was a device in the work room to test and wear-in the tubes. Then they put them into the reactor controls for a limited time. After that they replaced them with the next batch before they burnt out.
