Somewhere someone pointed out the irony in events like this. The character in explanation was Donald Duck and the person talked about how he tends to no pants despite having a shirt and hat. Meanwhile, when he gets out of the shower or tub there's a towel around his waist.

Wet fur or feathers might cling to the body better and show off "certain things" whereas dry fur or feathers fluff up around these and conceal them. The vest would be for pockets and the hat's for stylishness!
