Okay, perhaps this got missed in the "graphic novel" version--
That's Fred from the future. In his time line, lions break into the palace on the morning of the wedding and kill Kathy, Sandy, and possibly Songween, throwing the country into chaos. Fred is blamed for the security breach because he was not there when the lions attacked, having had a fight with Kathy the night before, and stormed off in a huff. Future Fred was brought to a sham trial by Vyschuss and Jinjur, stripped of his rank and possessions, and his mane shaved off to humiliate him, then he was thrown into internal exile.
Future Fred called Kathy's madboy inventor grandfather, Leonard (Fisi's husband) and convinced him to loan Fred a TARDIS so he could go back in time and head off the disaster. He was the one who told Present Fred about the "impending threat to the Duchy" which impelled Fred to kidnap Kathy and leave for Rackenroon two weeks earlier than scheduled--presumably they would arrive before the lions' preparations were in place and get Kathy declared Heir and avert the whole tragedy.
Future Fred is in Kruger Park, his family's estate, pretending to be Present Fred to keep his micromanaging mother Lucretia from going up to Rackenroon and perhaps complicating matters there. Fred lost his cell phone when they were chasing the wildebeests; the cell phone is connected to his VR-ennabled glasses, and Lucretia can track him through the connection. If she noticed that the cell phone was no longer moving, she would assume he was injured, dead, or captured, and go storming off to find him. As he's supposed to be still in New Yak at the moment, Lucretia would ask a lot of questions which Present Fred is not prepared to answer.
So to give Present Fred time to marry Kathy, Future Fred is pretending to be his past self, and running interference with his mother in South Africa.
Where it happens to be winter, because it's July, so there's snow on the ground outside the mansion, and Lucretia has a large conservatory to keep a little piece of highly-managed jungle available for those cold winter days.

Lucretia was inspired by Dr. Lilith Sternin-Crane from "Cheers," as played by Bebe Neuwirth. With a little of Carol Burnet's "Queen" voice thrown in.
Lucretia has no sense of humor that anyone is aware of. She is a living adding machine. Managing her family's global mercantile empire is all that's important to her. "They shouldn't call them 'human resources' if they don't want them to be strip mined.'"
Her grandmother and mother were friends with Songween, and let the Duchess run up an un-repayable debt to the Krugers. Lucretia never liked the ungovernable Songween, and when she became Chiefess of her clan, vowed to rein in the profligate old woman and cut off the money sink that was Rackenroon. And to do so she had no qualms about sacrificing her only son on the altar of success.

That also succinctly describes the mother of the two Wolves in my continuing story The Colony. At one point, Larna tells Bernie."Mother is a bank."
"You mean she works in a bank?"
"Mother takes deposits, dispenses withdrawals, makes loans, accepts payments and collects overdue accounts... personally. Mother is a bank."

"Future Fred" is a gag that I sort of got stuck with.
This story wasn't supposed to become an Epic. I threw in the gag about Leonard collecting time machines as a joke. Then I accidentally drew Fred without his gold cuffs, telling Kathy he had to pack up her apartment so they could leave early, and having borrowed her grandfather's TARDIS to do it. That gave me the thought that, for some yet-unknown reason, Fred gets his gold cuffs taken from him at some point in the future.
So I incorporated the idea that some tragedy occurs because Fred and Kathy do not fall in love, and Future Fred is bending the laws of space and time in order to ensure that his past self does fall in love with the girl, thus averting the disaster.
It's a theme that pops up occasionally just to remind viewers that Something Bad Is Going To Happen...Perhaps.

Aw! Now that's no fun. You're not supposed to figure out my plans that quickly and easily. Oh, speaking of TARDIS, I've been watching some old "Doctor Who" shows from Netflix. I've even seen Doctors from before Tom Baker (he was the first I ever saw) and between him and the most recent ones. It's interesting to see how each actor played the Doctor differently.
