Don't feel badly, it's not that obvious, and "Great Mouse Detective" is a fairly obscure Disney cartoon. Plus Ratigan is a male character. But he has the greasy, ugly face that works perfectly for an elderly sheyena.
And she smiles not because she's happy, but because her dentures don't fit well.

When I was trying to find inspiration for the Vorthies (the name is a reference to "The Vorkosigan Saga" which I was reading at the time) at first I drew them looking like realistic battlescarred hyenas. Then I realized that "nobody does old hags like Disney."
The names--Vorashus, Vormanga, Vorbotten, Vormidable, and so on--are nicknames Songween gave them when they were her Maids of Honor. The "Vor-" prefix, she says, stands for "carnivore."
Drawing the remaining four Vorthy ladies like Disney Villains is also funnier than making them look like gnolls with one full set of facial features between them, anyway.
And making them act like stereotypical little old dears--so happy to see their friend's great-granddaughters, even if the girls are actually grown adults, not babies--is part of the joke.
