I still love the idea of Judy exploiting the fact that there are no humans, and by extension, no pets, in Zootopia.
Judy: "Your dog? Are you the dog's parent or legal guardian?"
Owner: "Er. . . Guardian."
Judy: "Okay. What was he wearing?"
Owner: "A leash and a collar."
Judy: "And nothing else?" *starts writing on her notepad* "How old is the missing canine?"
