Well, when you put it that way yes, if you are not in THIS dimension, then you are in ANOTHER dimension, however any change in dimensions changes to an nearly unfathomable level the appearance of an object; I mean, a cube in the third dimension is a cube, but put it into the forth dimension, and it's a HyPeRcUbE! Which, of course, though has a similar appearance as a cube (as far as we can tell of course viewing a four dimensional object in three dimensions on a two dimensional screen @0@ ) is not a cube as it includes another dimension (in this case time because they found it appropriate) So though the concept of 'if not here, then there' is correct, the actual use is not.
But yes, it does sound better.

I still donst know why they shose time as the fourth dimension. Time doesn't exist as tangible matter...of course dimensions don't really either... Since if you reversed time you'd just be screwing with reality period... XPPP

Well, accordingly any thing that can be measured can be applied as the fourth dimension; time is something we all know so Einstein suggested we view the forth dimension as a unit of time. After all, as time goes things change (which is what a dimension measures, changes)
Forth dimensional movement however is something that is nearly unfathomable as we have no concept of it being in the third dimension :c
Though I do believe it is some form of inward/outward movement that does not go back/forth but as I said, inward and outward... to which extent moving such a way would cause your body to mirror, making your right hand you left hand and such.
I know! All this stuff makes my head hurt but I love thinking about it all! >ω<

Man video games can simulate this...everything you just described happened when I used a walk through walls cheat in Metroid Prime: Hunters. Xp
If you go far out of a level enough the screen starts shaking and your shots don't go where you shoot.

Well, in and out is the best I can describe it; after all, I wouldn't know the proper name for such movement...

I never played Metroid Prime: Hunters (though I thought about getting it for awhile; looked good if it's the one I'm thinking of) but that's interesting that their was something that would 'mirror through movement' as I had described. If it's so easy to recreate, however, then it's probably not what I thought :s
Well going outside the game's parameters would mean sooner or later you would reach un-rendered space; there is nothing in the game's engine there to support character/object movement/existence in that area which is why the game would start to freak out and projectiles wouldn't go where you shot them.
Wait, does that mean that because there is no support of movement/existence in these areas, that they have no dimensions? ... And if no dimensions is easy enough to replicate, then why not forth dimensional movement? ... Now I'm going to be thinking about this all day :u
