Every time I try to line a sketch it always looks terrible compared to the sketch, so I tend to just clean up the sketch and make it presentable :) Here is a product of my method.

Well the printer part of mine doesn't work but the scanner is just fine so if you need to we are on the same campus. :P That said Photoshop should have a line tool. When you make a new layer there should be a linework layer option and it would give you the ability to make smooth, natural curved lines. But then again I'm only familiar with Sai and Paint Shop Pro 5.
