This was an odd little device that I spotted while my lab group was at the Big Pine Rest Stop.

I have no idea what it is, or what it does.

It looks like an electrical box for Southern Cali Edison. We have something on our sidewalk that looks exactly like that.

That could be what it is, given that;

1- There's a lot of lighting fixtures at the rest stop.
2- It seems to be connected to the power grid.

Even so, it's one weird-lookin' junction. There's nothing like it anywhere around where I live.
