Interlacing is a way of sending video over a network (usually cable) while using less bandwidth by only sending every other line of pixels in succession.
Since computers are progressive (shows the entire image at once) interlaced videos look horrible on the computer and require pretty strong de-interlacing filters to get a good image. Which, in turn, takes more time and is harder to get right.
This, of course, is not the case on your image. It looks beautiful.
