Leon Powalski is quite cunning as well as ruthless and sadistic so he could make for quite a tickler I imagine and maybe he can find some trick to turn the tables but I think String looks as though he's the more aggressive and determined and looks like he's got the greater strength, Leon being more wiry whereas String looks as though he's got some muscle.
Leon does also habitually wear boots so even with his scales his feet are probably going to be quite tender and with String having five digits on each hand equipped with sharp claws that makes for effective sets of tickling tools. Leon has fewer fingers and he's wearing gloves so not quite so while he can still be an effective tickler he has less of an edge than String and depending on if String wears footwear or prefers going barefoot his feet might not be quite as tender. One way that the fight could perhaps be turned around is the fact that String is more lightly dressed and maybe Leon could sneak in a tail tickle to the back of the knee or slip it through the mesh sleeves and get the armpit but that's unlikely.
I think String will claim victory, though given that both he and Leon are rather handsome and have rather attractive feet, watching the two of them grappling around would be quite a sight to see so perhaps the real winners would be the onlookers.

By the looks of it, it seem our Leon is having to put up with a struggle, as String seems a bit more confident at toying with his feet. Although he may end up coming out as the winner, you make an excellent point about the spectators enjoying this heh!
