Seems reasonable enough to me. From what I heard about Portugal, we'd be better off legalizing drugs and spending money on rehabilitating addicts rather than arresting them.
Though now I'm wondering how Aukate handles that. I assume they turn more to the Church and private charities to handle it? Or does the government use some of the taxes to fund programs for that sort of thing? Or does it change somewhat depending on the Overlord's policies?
