As we learned in the "Ballad Of Duchess Songween," the Duchess was aided in her campaign against the lions by the Countess of Grrsn--her Generalissima, and Madame Fisi's mother.
Later on, Madame Fisi herself served as Songween's Chief of Security.

Well, a lion insurgent tried to sink his battleship when Fred was ten years old. Historically, lions and hyenas have had a blood feud going for centuries. The control of the Maramasai has passed back and forth between lions and hyenas several times. Duchess Songween brought the last war to an end by killing the king of the lions in single combat, then exiled all the lions from Rackenroon.
And a gang of lions once tried to kidnap Fred and hold him for ransom when he was a child, but he was able to hide inside his robotic travelling-trunk and fend them off. This was alluded to in Fred's diary, but he did not specify that the assailants were lions.
