The cats having some fun in the snow (although from what we see in the show, it looks like Little Tokyo/Edoropolis doesn't usually get snow... they must be on vacation somewhere). I didn't know it at the time, but a certain KNT doujinshi had a concept pretty similar to this, albeit Halloween-themed (Speedy and Guido had put Polly's helmet on a Jack-o-Lantern rather than a snowman).
