If you believe in the Dad for One theory, it could be that the Nomu's know that Deku is his son, so they just adore him. But Shigaraki might not know and just stand there absolutely confused. It's not like the Nomu can talk. (This specific one anyways) And Deku could be completely confused, too if he doesn't know. XD
