technically yes, he is wearable—
but despite being hollow on the inside, levi's internal magic has some weight of its own, making him weigh about the same as a regular biped. from the outside, you wouldn't know the difference.
this means he can be worn, but moving around would be pretty difficult. like the world's most awkward 3-legged race, he'd have to work together with the person inside.
at his size, though, carrying someone smaller inside of him is no problem!
