All the cubs are gathered around « the square » the smallest of the agency's pools, generally used for static trainings.
They were asked to keep their mandatory suits on, as unlike most aquatic trainings such as swimming, drown proofing must be done while wearing clothes, to add weight, movements restrictions and discompfort, though their flatcaps were removed.
Also their ankles got bound together, and their wrists tied behind their back, so they can barely count on swimming to help them out.
Once every cub was ready, they got pushed in the water with one mission : to not drown during the whole session duration.
They first start to squirm in panic but quickly find the good tactic :
-take a deep breath
-let yourself sink by exhaling your lungs empty
-stay at the bottom for as long as your lungs allow you to
-use your tied legs to launch yourself back up to the surface
-once your head at the surface, take a deep breath
-do it all again
the pool has windows on two of it's sides, allowing an audience in an underground « L » shaped room to watch the training.
This audience is made of drill agents, trainers, doctors/scientists, the dirrector and also the dry cleaner thinking « oh dear I am going to have a loooot of work tomorrow » while watching the tied cubs struggling in their little suits in the water.
The trainers made sure that only the healthiest and most fit of the cubs could (unwillingly) participate to the training, drown proofing will then help them working to get better lungs, better heart, better endurance and stamina and better tolerance to stress, hypoxia, and being subjected to such tests and authority. After each training, their performances will then be registered and added to their medical files.
As this is a very tiresome training, they made sure they all ate high calorical food in great quantities before they enter the pool, so they gave them potatoes with molten cheese and sausages three times of usual quantity for lunch and they allow them to have some resting breaks at the bottom, but then they must make a choice : resting or breathing.
Here, after 2 hours and 30 minutes of harsh training,Louis the little Raccoon has remained 4 min airless since the last time he went back up, trying to keep calm and finding balance before he goes back to take another breath, his best buddy, Peter the wolf who is deadly affraid of water after his orphanhood PTSD is squirming so much in his panic that his tie got off of his jacket, in his depair, he look at his buddy to see if he is alright as he sinks.
Other cubs are here, just trying to get through this training alive, like this Toucan going for some fresh air, this croc and this kitten letting themselves sink, or all the others, but they still have to hold on for 1 hour and 30 minutes... Can they do it ?

The snzke uses his tail as a spring to launch himself back up, and well, the wolf is pannicking because of the fact he is terrified by water because of his sad memories. But if a cub can't make it, he pass out, then he get fished back up by a life guard get cpr to get revived then get grounded for being weak.
They are all orphans, abbandonned children, sold by unworthy parents or simply sent there by their parents. Peter is an Orphan, but unlike most of them, he actually remember them, and this is the reason for his terror of water : he was in the car when they died during a trip that ended in the river. He was 4 years old and almost died himself that day, hopefully, a man riding a bicycle was nearby and saved the boy but couldn't have saved the parents.
Since then he is deeply affraid of water but as he has no choice he still faced his fear. Such a brave boy for such a young age!

Somewhere in France, it's exact location is top secret, to be allowed, your OC has to be French, he can have foreign origins, but he must be French by birth.
Also, him being an orphan or abbandonned child is preferable, and he has to be integrated and raised by the agency since he was six years old.
And until they turn 12 years old, cub trainees have the same suit shape : norfolk jacket, knickerbockers, long socks, oxford shoes, shirt, handkerchief, and a tie/bow tie, they also add a vest in winter, and only wear it without the jacket in summer.
They still can choose the fabrics, colors and patterns when they are getting those made by the tailor, as well as they can choose between wearing a tie or a bow tie.
But still, you sure you want to inflict such a thing to your OC? This is a tough, unfunny and difficult life for them, and once they entered, they aren't allowed to leave unless they are ordered so.
