... Why is Aluminum deemed a precious metal in his culture? Is it because of the shininess of it and a bird's tendency to hoard shiny things nearly as much as dragons do?

Aluminum in a pure, non-oxidized form is very rare even on Earth without prior refinement, to the point that a pound of it was $545 in the mid 1800s.

It's not specific to a particular culture. In real life, before we had the technology to refine it properly, aluminum was even rarer and more valuable than gold.

Could a low-tech civilization even have aluminum in usable form? I thought it took amazing amount of energy and engineering to turn that red soil into the pure metal.

It does. But other civilizations on his world aren't quite so behind, so there'd be small amounts of it moving around.
