Hellfarch earned his muscles over a very long and hard life of being an evil overlord, so he doesn't like to change them too much. He doesn't find much appeal in giving or taking muscle mass from others either; he prefers to mess with size as a whole.
Also I absolutely was thinking of Luigi's spaghetti line while making that panel, just demonically stretched out with lots of reverb.

I was just having fun with the first part of my comment, but that's actually one of the those fun macro activities I was thinking of. I like the idea of an almighty giant granting others some immense size and strength so they can relish in the feeling of getting bigger and stronger. And then maybe join them in having fun at such giant sizes together ; )
