Having hatched as a wild Eevee in a small forest, the young pokémon soon turned out to have more troubles than her brothers and sisters.
She struggled with breathing and couldn't bring up the appropriate stamina for her age.
So as cruel as nature is, she was soon abandoned not to the entire family at a disadvantage.
Luckily the forest was small and therefore appeared not to provide habitat for any larger pokémon.
So she survived just from berries and smaller fruits which dropped off the trees.
Still she appeared more than happy - maybe the first time happy in her life - when a random trainer offered her some even yummier foods
and she didn't even mind when she was caught by a certain red-white ball.
However, the affections she received ended as quickly as they began when her trainer noticed her being less capable of fighting than others of her kind.
Abandoned, she was quickly left in a pokecenter. The last words she heard from her trainer, despite not knowing much of their language at that time, was something like "..it probably has asthma or so. Goodbyes, Joy."
Now she had less worries about food and survival, but no trainer wanted an Eevee in this condition and so she remained in the pokecenter for months
while any other poke in her life disappeared within days.
Eventually a Nurse Joy wanted to improve her chances of being taken and with the hope that as a waterbreather, she would get rid of her issues, she got her a water stone.
Unfortunately in the end this had the opposite of the desired effect. She evolved into a well built, almost gracefully feminine figure
and indeed she did not seem to have any issues to breathe air like any other pokemon.
Still her genetic anomaly was more obvious now, just more on the outside after her evolution and it was not only the strange color of her fins.
Like any vaporeon she posses gills going from her lower neck over her chest.
Instead of being thin, barely visible lines of the same bright-blue color of her skin which only open slightly when one would exhale through them on purpose,
hers are coated in red skin, inflating slightly with every breath, becoming just more visible.
In natural confusion she first tried to touch and scratch at this barrier which would never allow any water to pass through her gills. The result was just a bloodcurdling wince of pain though.
Otherwise she is strong and didn't give up the hope that a trainer would chose her one day. Almost always she is seen in a loose, white lace to cover herself, especially her chest.
Despite the material being thin and soft, it still causes her sensitive spots to become sore from any movement and it hinders nearly every of her movements anyways, even worse in the water - if she would actually get the chance to join it; sadly the pokecenter was far from any lake.
Still she prefers that over everybody being able to see her true self.
One day, a dragon entered that pokecenter. It was slightly unusual for feral creatures to be interested in pokémon as they were obviously capable of fighting on their own already.
In his case he wasn't looking for a partner in fights but one for adventures.
The vaporeon was still young and surely scared by the larger creature, causing her to hide in the farthest corner of the cage, covering herself just further with the simple, white lace...
