Can you imagine if this did continue for a full year? Would be impressive to see a "superpower" abdicate via bull-headedness and a poorly designed fallback for when the budget is being worked on. (Curious thing I didn't know until recently, but in retrospect is obvious: at least some other governments don't come grinding to a halt when the budget approval is late; there is a plan B that keeps civil servants paid and busy doing their jobs)
