It's actually a real MMORPG of the game itself, no story, just make a character, class, edit the clothes/hair/colors, Play!
It uses the same engine as the normal ps2 ones, but the character models are a bit downgraded, but you can play and see more .hack//sign characters in there. unfortunetely the servers for both the ps2/pc was taken down in 2007, I know you can play offline, but i am not sure if you can create a character offline. Regardless, I'm still getting both for collection purposes.
I heard of a team that's been trying to translate the game and make a private server, but i heard the project has been abandoned, though i keep hearing rumors about it secretly being done regardless.
