In the retconned timeline bought on by Gumball’s change, Bubblegum and Penny would hang out from time to time as kids, mainly due to mutual interests and coincidence. Their friendship didn’t really take off until one day, Penny got into an accident that caused her shell to crack and break before Bubblegum.
Penny was initially horribly distraught by this, attempting to hide from her sometimes friend due to being unsure how she would take it. Instead of being freaked out, Bubblegum instead thought that Penny’s true self was amazing and incredible.
Thanks to coaxing and support and support from Bubblegum, Penny would go on to embrace her ‘true form’, despite the constant disapproval about it from her parents. From there, both young girls would go on to form a deep friendship, with Penny beginning to hang out with both Bubblegum and Darwin.
