He's a creature known as a Wirrsa - a canine/feline hybrid. In this case, he is a king cheetah/jackal mix.
Splatterpelt is the leader of a small and upcoming pack of five, in which he is the eldest male. Splatterpelt is a kind leader, but when it comes to doing his job he doesn't let anything get in his way.
