there are old versions of photoshop that are free! they're just a pain to track down and find. i could never afford photoshop myself e_e. theres also app versions like adobe sketch but i dont know if that has animation in it.
though, the Adobe Photography package is $10 a month! it comes with adobe photoshop CC which has a ton of great new features (especially a huge gallery of amazing free brushes). i also know a few artists that got a really good deal / free photoshop through their school. might be worth it to give it a check if you are student
