And this reminds me of some theories I've heard to use rotating black holes to generate a massive supply of energy. Called the Penrose process, upon looking it up. If you could surround a black hole with mirrors and space them such that some energy can escape, you could shoot a ray of light in to it to kind of sap some of the black hole's rotational energy to get more light out than you put in.
And if you didn't have them separated enough, you'd instead basically make a Black Hole Bomb.

Sounds like the military should have been looking at using this shell material for armour, atleast to a limited degree.
And probably looking for ways to punch through it in case someone else decided to use it as armour.
Unless it's like one world government with no other civilizations known and the military is an underfunded holdover and mostly insurance against domestic threats police mght not be able to handle. In which case it's probably just made the occasional envious noises and studies.

If blowing up the the core isn't an option...could it simply be shut down manually? Unless core functions simply cannot be stopped once they've started, I would think there'd be some manner of fail-safes built into the process on some level.
Maybe there's something they can use to interrupt the energy being fed to the Nothing.
