Basically, Samuel Johnson was an English poet and literary critic in the mid 18th century and he had that portrait commissioned, seriously, in order for "display to his peers the strength of his eyesight and that he needn't use spectacles"
Since then it has been used as a sort of "WTF am I reading?" reaction
