Robert Pixis A.K.A. Blaster: A young engineer and weapons designer who had a bit to much hero worship for the Swatkats who made himself a suit of prototype power armor to try to get the Enforcers to fund him to make they're products Commander Feral rejected it on account he gave it a Swatkats paint job (and the test pilot blew up a building and became a villain but lets look over that, it happens all the time in Megakat city) Decided at that point to make an ever cooler suit give it his own heroic paint job(Green and gold) and vigilante it up against super villains. Huge crush on Dr. Abby Sinian, great relations with the Swatkats, strained but friendly relations with Felina and Callie.
Overt flirt, very smart but not at all wise, optimistic and prone to not knowing when is a good time to retreat. (but also makes him even harder to beat because when close to defeat his determination to beat evil drives him to a near super cat like second wind.) has a bobcat like appearance blond hair, blue eyes and often wears a green trench coat with a Swatkats fan club patch sown on the inside of it like a big dork.

It's actually never been destroyed. The most damage Puma-Dyne sustained was to to two of its warehouses - where the Behemoth and Macro-Bots were stored. The main laboratories have survived every time the facility has appeared. It just gets robbed a lot.
You're probably thinking of Megakat Biochemical Labs, which has been blown up twice as well as flooded (although, interestingly, unlike Puma-Dyne it's never been successfully robbed except in the unfinished episode The Doctors of Doom when Dr. Street stole Super-Katalyst 566. Every other attempt to steal from the facility has failed (Dr. Viper does have Katalyst X-63 in Mutation City, but we're never told were he got it).
