Well her vest and the frilly front isn't that modern, but yeah, not many women wore pants back then. Guess she simply felt it would make her more exotic?

If you like the movie and want to see more behinds the scenes stuff, I recommend getting the "Rango - the Art and Making Of an Outlaw Film" book. Has a ton of designs and sketches and interesting interviews. Here, I posted some scans of Angelique way back then when I got it.
