As I recall, he's only the way he is because the gods knew about the part Fenrir is supposed to play in Ragnarok and took steps to prevent it. However, in doing so, they are the cause of the very events that will set Ragnarok in motion. If I understand correctly, this is what the ancient Norse called wyrd.
