lordvimless commissioned it as a gift for the characters' owners, so I believe it's alright.
I'd always stick to the side of caution with that, as there are people, myself included, who'd rather not have such a thing happen. As I mentioned, Artica and STTW probably don't mind, however.
In some cases people have done so maliciously, commissioning art of characters they don't own, in content their owners are massively against, just to spite them. (I can provide an example in a note later if you'd like)
