This is the Robot Master Fuse Man from the video game Megaman 11. He takes care of electrical equipment in a power plant. His job requires him a lot of responsibility and stay alert, the only moment he can relax is when he's caring for his rabbit pet Watt.
Nb:Having not finding "official" material for the rabbit, I improvised using photos on the internet.
By the way, I think I misinterpreted the rabbit pet, I should have drawn it as a robot. Since in Megaman games, when a robot has a pet, it's usually a robotic pet.
