Barry was lounging in his hotel room's bed, watching tv.
Night had come, and there was no sight yet of the sea monster.
The full moon was here, and he could already feel the power rise within him.
Once the creature would come, he'd be ready to fight it.
He wasn't particularly in a hurry to get to that fight, but he was the only one who could do that fight.
And seeing that the sea beast had been more or less acting as it wanted, there was no doubt for him that it would get more brutal and agressive towards normals, that the fight would come.
And he'd be damned if he did nothing to prevent that.
He had gone around Newburyport during the day, and already knew where to lead the fight if it went in town, a zone of the town where buildings were either abandoned or desert. He wouldn't have to worry about collateral damage.
For a few more while, time passed as he reviewed in his head how to fight the creature.
Finally an alarm resounded through the night as the tv showed suddenly a live feed of the monster rising from the sea, once again tall like buildings, and going through the town in the direction of the dome it brought.
Barry got up from his bed as he let the now familiar sensation course through his body, ready for the clash of titans...

Between stealing a library and bringing that domed city-thing, the Deep One hasn't really given a reason he means no trouble.
Granted, he didn't really give a reason he means trouble either.
But like the army, Barry prefers assuming the worst than hoping the best here.
And all those stories with evil things from the depths - especially the Lovecraft ones - color a bit the opinions...
