Here we have Gacy (the female) and The Cackler (male).
Gacy is the superior and Cackler is her subordinate. They came in to Jewel City from a far away land.

Not truly Evil or Good, they have saved civilians and robbed banks as if for only for the sheer thrill. they even gave back the money after an attempt, with a note saying getting it was good enough.

They have an uneasy relationship with the Impact cadre, but for the most part fly under their radar.

(As a side note to those devoted to me, Yes. Gacy is that Gacy.)
