E-er...it...took this picture to finally goad me into looking up who Kamio is, and I didn't know SNK made a Rhythm Game. I also can't tell if he's the one speaking in the second video I f-found. But it sounds like a hyped male voice, especially one that matches toothy grins. I think it might be.

They had a rhythm game for King of Fighters as well, which had Kamio's song featured in it as well !
That's crazy since King of Fighters has a completely different music vibe as a whole, while Cool Cool Toon has something similar to Jet Set Radio in terms of music vibe. KOF has blood pumping fighting music while Jet Set Radio has a bunch of Hip-Hop, and various similar genres that help compliment and support one another.
