They explain it a little ways back. An emp machine that can stun and capture Santa Claus. As seen here it's at least as large as an air conditioner. When I was a kid, I couldn't get enough parts to build a bicycle, let alone a Tesla coil, let alone a e.m.p. Progress will be a good thing. :)
