Rufus was born with the ability to influence the minds of other people, and used his power to rob, extort, blackmail and just further himself in life. he got a power trip from dominating over other people, and got bitten by a werewolf on purpose because he knew how powerful they were and didn't care about losing his sanity. also he was pretty insane already, so it wasn't much of a loss.
the curse twisted his power into the ability to control feral werewolves and amplify their instincts, and when he was cured he left Wolvenground and started his own pack full of feral weres and the few cured ones that believed his talk of werewolves being superior to humans.

he can't directly control more than a few weres at once, so he usually just sends a were feral and lets their instincts take hold. if a were fights back against his control then he needs to focus all his attention on them, and if a were's left alone for long enough they'll eventually regain control of themselves.
