Probably more than that, and bones that had to be stronger than hollow bones that allowed for flight could possibly be, with huge muscle efficiency. *G* Or magic. That could work too. I have yet to come up with a "horses could fly this way" that doesn't involve magic or physics taking a long hiatus.
